Add `uv` to guide recommendations

We have a number of Institute members using [`uv`](https://docs.astral.sh/uv/) for package management now, and it is proving to be a great option. It should be added to the [Virtual Environments page](https://imageomics.github.io/Collaborative-distributed-science-guide/wiki-guide/Virtual-Environments/).
