Every installation will failed at China

Describe the bug
Any first setup will fail in China because connection reset.

Expected behavior
I executed this java file by commands in windows.And I start setup of b1.7.3.Then,setup failed.(connection reset)I try it again and use VPN but still failed.

Is https://vault.omniarchive.uk/ blocked for you? Connection reset usually indicates either TLS issues or a dropped connection, not that the website you are connecting to is blocked. Your internet might be too slow and might be dropping the connection.
