Cuts monorepo 1193.0.0 and publishes @metamask/perps-controller@12.0.0 by bumping root and package versions and moving the existing Unreleased changelog into a [12.0.0] section (compare links updated). Two Terminal API bullets are reformatted as top-level Added entries.
