This _ucrt_int_to_float issue in the TIFF library that ITK uses is similar to what was observed in the context of 3D Slicer at https://discourse.slicer.org/t/slicer-build-failed/42319 where updating to use ITK 5.4.3 will resolve the issue as that release contained a backported fix. I think the fix was actually released in ITK 5.4.1 (InsightSoftwareConsortium/ITK@6025654), so anything after that will technically work, but ITK 5.4.3 is the current latest patch release. ITK 5.3 appears to suffer from the same compile issue so to address things here in Plus, we should update the version of ITK to use from 5.3.0 to 5.4.3. See the below code:

ITK 5.4.x also brought the requirement of C++17 (InsightSoftwareConsortium/ITK@513507e), so should update default CMAKE_CXX_STANDARD to 17 at:

ITK 5.4.x also dropped support for the VS2017 v141 toolset (InsightSoftwareConsortium/ITK@140f3c2), so MSVC 19.20 or later should be required:

I can at least confirm that Plus can build with at least ITK v5.4.2.

Packaging through gh actions works now, so we should be able to set them up on the main branch this week.
