Description

Use key "D" shortcut to copy a block when context menu is open, makes duplication triggers multiple times.
Click the context menu item works fine. It seems like callback get registered multiple times?

Reproduction steps

1. select a block in workspace
2. right click that block
3. click "D"
4. See the error

Priority

Since blockly v13 displays the shortcut besides the context menu items text, it easily brings to mind the act of trigger it.
