Support the vlan tag for cloudstack management network range

The required feature described as a wish

As a User/Admin/Operator I would like to have a vlan tag for the management network.

Steps to reproduce the isssue

1. Configure a management range with a vlan tag

2. The System VMs are unable to reach the internet if the vlan is tagged

The workaround for this issue is

1 - create vlan interface on hypervisor
2 - create bridge called "mgmtbr0" or similar and add said vlan interface to it
3 - in CloudStack use "mgmtbr0" as traffic label for the Management

Actually, the workaround is the only correct way of doing it, and other approaches do not seem applicable, due to the way ACS works and the requirement for SSVMs and CPVM to have a NIC in the PODs network. I would suggest dismissing this issue, as, IMO, it does not lead to a working solution.
