Windows ARM64 wheel support

PyPI currently does not appear to provide win_arm64 wheels for pyiceberg package.

Is Windows ARM64 intentionally unsupported, or has support simply not
been added to the release pipeline yet?

Would a PR enabling win_arm64 wheel publication be accepted?

I think we'd be all in favor of Windows ARM64 support.

I haven't dug into this, but I'd be most concerned about our dependencies supporting Windows ARM64. The biggest ones of note being iceberg-rust and PyArrow (but others are important too)

PyArrow wheels are not supported on Windows arm64, see:

There has been concerns around maintainability in the past given the current infrastructure proposed to build them does not follow the existing wheels build process and maintaining a whole set of new scripts to support Windows arm64 doesn't feel justified enough.
