What changed in this PR
Updates the nightly-test package baseline following #7721, without enabling nightly builds or changing shipped dependency minimums.
Changes:
- Aligns placeholder packages to matching
6.0.0and0.24.0previews. - Uses the
dotnet-librariesfeed and includes prereleases in package discovery. - Excludes nightly placeholder files from Dependabot updates.

Follows #7834 after #7841 demonstrated the NuGet path-exclusion gap. Replace ineffective path exclusions with name-only ignores for the ten exact nightly placeholder package IDs. Nightly runs refresh these before testing. Only `.github/dependabot.yml` changes.
