agent_alert_skill was 0/21 on every haiku leg (anthropic and bedrock, medium and high) in nightly run 40229016049. Every run failed only recipients_correct. The agent and gen-ai were correct; the agentic checker (core/agentic/alert_skill.py) graded them wrong.
JSON-encoded recipients
haiku sends 'internal_recipients': '["admin"]' (a string); OpenAI models send ['admin']. The tool schema allows both (anyOf: [array of string, string, null]), and gen-ai decodes the string before calling the server (_as_list in gdc_mcp_client_factory.py).
The checker JSON-decoded a string external_recipients, but wrapped a string internal_recipients as one id, so ["admin"] never matched the current user admin.
Both fields now go through one helper, _recipient_list, that mirrors gen-ai: empty or "null" means none, a JSON list of strings is that list, anything else is a bare value. A non-string list entry now scores False instead of raising TypeError.
Not changed:
The exact recipient set for email-only items (an earlier revision of this PR) is moved to its own change. The MCP server corrects recipients before it saves the alert (normalize_recipients), so that check should compare the saved automation, not the raw tool arguments.
The single-shot scorer core/evaluators/alert_skill.py also fails "Recipient(s)": "me" for correct arguments. It reads only recipients/externalRecipients and has no current-user id. Nightly does not use it (tavern-e2e calls the agentic path), and fixing it needs the evaluator interface to carry the current user, so it is left for a separate change.
Test Plan
TEST_ENVS=py314 make -C packages/gooddata-eval test: 2435 passed, 1 skipped.
make -C packages/gooddata-eval format lint type-check: clean.
New tests, expected me, current user admin: '["admin"]', 'admin' and ['admin'] pass; '["someone_else"]', '[]', 'null', '', ' ' and '["admin", 1]' fail; JSON-string me + email; every external_recipients shape; a non-string list entry scores False instead of raising.
run_agentic_alert_skill end to end with the tool call haiku sends ("internal_recipients": "[\"admin\"]"): fails on the previous code, passes now.
Replay against the job logs of run 40229016049: all 84 logged haiku records (21 items x 4 legs) flip to recipients_correct=True, and no other check failed in them. The one logged gpt6luna record is unchanged.
Risk
nonprod. This changes only the eval package's scoring: a recipient argument sent as a JSON-encoded string is read as the list it encodes. Every other recipient shape scores as before.

Walkthrough
The alert evaluator now normalizes external and internal recipient arguments before matching them. Tests cover JSON-encoded and native lists, delimited external-recipient strings, invalid values, and current-user alert arguments.

Summary
Normalize and match recipients packages/gooddata-eval/src/gooddata_eval/core/agentic/alert_skill.py, packages/gooddata-eval/tests/test_agentic_alert_skill.py
The evaluator normalizes recipient arguments before checking external recipients and internal user IDs. Tests cover JSON-encoded and native lists, delimited external strings, mismatches, and invalid values.
An alert that omits an expected recipient can be scored as correct when its internal recipients are JSON-encoded. Fix the fallback before merging unless that scoring risk is explicitly accepted.

A rabbit checks each name in line, And sorts the list by clear design. JSON strings and commas join, While empty entries leave the coin. The alert check now finds its way, And bounds off happily today.

The JSON-decode part (_recipient_list) fixes QA-29902 as described: the replay of run 40229016049 flipping all 84 haiku records looks right.
The concerns below are all about the second change, the exact recipient set on the email-only path. The checker scores the model's raw tool arguments, but the MCP server corrects those arguments before it saves the alert (normalize_recipients in gdc-nas/components/ai/mcp-server/controllers/recipient_helpers.py, rules 1-4). With a strict set comparison, every correction the server makes becomes a false recipients_correct=False on an alert that was saved correctly.
None of this turns nightly red today, since every agent_alert_skill item expects me. It will produce false failures as soon as email-only items are added.
Suggested direction, either of:
Preferred: split the strict email-only rule into its own PR, and in it compare the saved automation's internal/external recipients (read by alert_id before _delete_alert) with the expected set. That removes the need to mirror the server's normalization at all.
Keep it here, but at least address the first four inline comments (rule 3/2 redundant id + the test row at line 284, rule 1 email in internal, case-insensitive emails, lookup failure scored as an agent failure).

Require every expected email in the internal-recipient fallback.
If the fixture expects a@example.com and b@example.com, a JSON-encoded internal_recipients value of '["user.a"]' now decodes to a list. When the lookup returns user.a and user.b, this intersection scores the alert as correct even though b@example.com receives nothing. Require a match for each expected email, and add a test for a missing recipient. (raw.githubusercontent.com)

@coderabbitai Re the outside-diff finding at alert_skill.py:354-355 (require every expected email in the internal-recipient fallback):
The gap is real, but it predates this PR and stays out of it on purpose.
On master, a real list internal_recipients=['user.a'] already passes for expected a@example.com, b@example.com. This PR only reads the JSON-encoded string '["user.a"]' the same way as that list. Before, the string happened to fail because it was taken as one unknown id.
An earlier revision of this PR made the email-only check exact. It was moved out after review: the MCP server corrects recipients before it saves the alert (normalize_recipients: an email in internal_recipients moves to external, email-derived and email-covered ids are dropped, emails de-duplicate case-insensitively). Any check on the raw tool arguments, including "every expected email has a matching id", gives false failures on alerts that were saved correctly.
The fix will come in its own PR, comparing the saved automation's recipients with the expected set. No current agent_alert_skill item is affected: all of them expect me.
The docstring coverage warning is about the touched test functions. The new helper _recipient_list has a docstring.
