Feature: Add status notification / communication

Since validation takes so long, it would be nice to provide authors with some minor updates via PMs.

1. PM author when ext or style is first submitted (to the New category) - this would be like a verification that their submission has been accepted into the CDB.
2. PM author when ext or style is moved to Validating category - this would let them know that their submission is being validated.
3. PM author when ext or style is moved to Testing category - This would let them know their submission is being tested.

These PMs should come from the customisations robot, not the team member who moved the extension into one of these categories, because we don't want to encourage users into harassing us about their submission's progress.

I'm not sure if a PM is necessary, could be in the "Validation Discussion" topic of the extension.

I like the idea and I'm sure the authors would appreciate it.
In the 'Validation Discussion' is a good way. Feels less "spammy".

Would also be a great opportunity to integrate titania with notifications, which has already been mentioned here

If it's done through the Validation Discussion, and the author(s) are quoted in the post to the discussion, then wouldn't that automatically make a notification?

I'd probably just use a validation status line right at the contribution page, but simply change it accordingly

Let me know which direction we are going with this and I'll properly finish up PR 457.

For me, it should be status update posts to the validation discussion topic, and hopefully those posts generate a notification since the authors should be subscribed to those topics I think.
