Fixes #713
Adds a build-time check to prep.html so the build fails with a clear
error if a prep page has content but no h2 heading, as requested in
the follow-up comment on the issue.
Tested locally:
hugo server -D(824 pages, no errors)without an h2 to a prep page — got the expected error message,
then reverted the test change.
