Drops the net6.0 and net8.0 target frameworks so the plugin builds net10.0-only, matching the other DNS provider plugins.
The DCV provider plugins target the 26.x / IAnyCAPlugin 3.3 gateway generation, which runs on .NET 10; the legacy net6.0/net8.0 targets are no longer needed.
