What changed

Adds the static ASTRA–Lightcone–HAPS progress dossier and its three presentation assets.

Why

The dossier needs a stable HTTPS presentation surface that can run on the organizer’s computer without access to the author’s local workspace.

Scope

Only astra-haps-progress.html and assets/haps-progress/ are included. Existing unrelated local changes to the talks index, README, and the continuity page are not part of this PR.

Validation

• HTML parses and inline JavaScript passes node --check
• all four referenced local presentation assets exist
• no /Users/cval or file:///Users/cval references remain
• local vault-value and common token-pattern scans found no secret
• the fork’s Pages deployment serves the HTML and primary SVG with HTTP 200

The page still labels workspace-only source references as such; the presentation itself and all rendered images are self-contained.
