Bullseye is going out of support this month and we're told bookworm is losing its s390x arch support (as an old-enough LTS) [1]. So move the base CI images to trixie, remove bullseye and replace it with bookworm. [1] docker-library/official-images#21977 (comment) https://wiki.debian.org/LTS/Bookworm
