Adds ORDER BY ALL (thin validator gate delegating to Calcite CALCITE-7597) + config flag
table.order-by-all-enabled+ tests. Gated on the Calcite 1.43 dependency bump (referencesSqlKind.ORDER_BY_ALL), so CI is red until then, same as #28330. Part of FLIP-XXX.
