The latest CLI can't create an app in either staging environment. Apps uses the CLI's version number to check compatibility, so resetting the release number to
0.0.1-beta.1made the newest CLI look too old.Keep the release number separate from the Apps compatibility version so beta release numbering doesn't break app creation. Tests pass, and the fixed CLI successfully created and deployed the Block staging Hello app.
