cf migrate does not detect global wrangler

I think the above about says everything; it doesn't detect wrangler being installed.

Thanks for the report @VillainsRule.

As mentioned in our documentation, we recommend you install Wrangler locally on a per-project basis to ensure proper version compatibility between projects. This also carries over to the new cf CLI where it is designed to locate project scoped Wrangler installations rather than global installations.

For now I would recommend installing Wrangler locally for this project instead as this is not something we intend on fixing right now.
