Wires the CLI hooks infrastructure from #11029 (fireHook.ts) into chat.ts, useChat.ts, streamChatResponse.helpers.ts, and exit.ts so configured SessionStart, UserPromptSubmit, PreToolUse, PostToolUse, PostToolUseFailure, and SessionEnd hooks fire at runtime. Supersedes #11043 and resolves its review items (clearTimeout in finally, preserving deny over allow in PreToolUse, applying updatedInput, and stopActiveTime on blocked TUI prompts).
