convert .ips files to .crash files by doing the same thing quicklook does

On macOS Sonoma 14.4 and later, Apple ships a tool that does this (/usr/bin/viewdiagnostic). Don't bother with this tool unless you're running an older version of macOS.
usage: ips2crash <ips-path> [<output-path>]
