A review runs rebase-land.yml from the pull request's merge ref, so approving a nightly rebase/edera-6.18-lts/... pull request can only land it if this tree carries the workflow. Add the same copy edera/mainline has; the nightly itself runs from edera/mainline.

.github/workflows/rebase-land.ymltoedera/6.18-lts, identical to the copy in #15. A review runs this workflow from the pull request's merge ref, so approving a nightlyrebase/edera-6.18-lts/...PR needs it on this tree. Nothing else is added; the nightly itself still runs fromedera/mainline.Merge #15 first. Each nightly rebase carries this file forward, and any later change to it has to be made in both trees.
