Failed to authenticate. API Error: 403 Model 'claude-opus-4-8' is not permitted: it is explicitly disallowed by the model policy.

Claude Code ran without an explicit --model flag (GH_AW_MODEL_AGENT_CLAUDE is empty) and selected claude-opus-4-8 as its default. The smoke test's AWF config has "disallowedModels":["*opus*"], which blocked the request.

This is an infrastructure/policy issue in the smoke test environment, not caused by the version constant changes in this PR. The fix would be either setting GH_AW_MODEL_AGENT_CLAUDE in the smoke-claude workflow/repo variables to a permitted model (e.g. a sonnet variant), or adjusting the disallowedModels policy for the smoke test if opus should be allowed.
