Implemented XChaCha20 + XChaCha20-Poly1305 as I came across XChaCha20 mentioned in some older issues/PRs (and it turned out to be quite easy).
This is basically just a variant of a special ChaCha20 setup, implemented in
xchacha20_setup(..)with a few tweaks tochacha20poly1305_setiv(..)Checklist
