Description

With Simplified Chinese selected, the rich work-item filter menu still displays English field names. Searching for 负责人 returns no match even though the assignee filter is available.

Translate the 15 built-in field labels when assembling the web filter configs, so the menu, its search, and applied conditions share the same localized labels. Property IDs, operators, entity values, and serialized expressions stay unchanged when switching languages. Also localize the work-items breadcrumb, sub-group heading, filter empty/error messages, and project work-item count tooltip.

Reuse existing translations wherever possible and add six strings across all 22 existing locales. All previous locale values are preserved. The count message uses a count-independent label with ICU number formatting. Add focused Vitest/Testing Library coverage using the repository's existing catalog versions; no dependency versions are upgraded by this PR.

Translation review: the audited Simplified Chinese wording has been reviewed. New non-English translations outside zh-CN are machine_translated; native-speaker review remains requested before merge. The Vietnamese subscriber label follows the existing subscriber terminology (Người theo dõi). The Indonesian filter label uses Pengikut to describe people following a work item rather than customers. Bulgarian additions follow the existing Абонат and Работни елементи terminology and are also machine_translated.

Initial local browser verification used the actual filter components with synthetic data: Chinese and English menus, Chinese search, unchanged selected property/operator, sub-group heading, and the empty state. Project/user data was not included.

Test Scenarios

Current head 5ce6704 includes preview at 4345fb3. Upstream added Bulgarian after this PR was opened; the six new filter/control keys are now present in that locale too.

• pnpm --filter web test: 27 passing tests. Component cases cover all 15 Chinese field labels, Chinese search and selection, language switching, unchanged filter expressions, empty states and configuration errors.
• ICU evaluation across all 22 locales covers counts 0, 1, 2 and 1234. The standalone resource test canonicalizes ka-ge; it does not validate production locale loading.
• pnpm --filter @plane/i18n check:sync: all locales contain the same 3,865 keys, with no missing, stale or colliding keys.
• Frozen dependency install and pnpm exec turbo run build --filter='web^...': passed, 9 dependency build tasks.
• Scoped web/i18n type, lint and format checks: 15 tasks passed. Lint uses the existing repository warning thresholds.
• The existing pre-commit checks passed without bypass. The merge brought in an inbox deletion callback that lacked an explicit Promise return; adding return undefined preserves its existing result and satisfies the strict hook. Web type checking was rerun after that one-line adjustment.

The initial five component/config regressions failed against the original hook/dropdown. The earlier full web build and browser checks were not repeated for this sync. All 10 GitHub CI checks on 5ce6704 passed. CLA and CodeRabbit also passed; the latest automated review reported no actionable comments.
