Summary

Specification for a first-class, named installer switch following the direction given by Demitrius Nelon (@denelon) on 2026-07-27 in #1045:

  1. Manifest schema — new optional Switches.NoDesktopIcon field declaring the exact installer argument that suppresses a desktop shortcut; new minor manifest version (1.31.0).
  2. CLI — dedicated opt-in --no-desktop-icon flag on install/upgrade, independent of --silent/--interactive; fails when no applicable installer supports it.
  3. Settings — installBehavior.preferences.noDesktopIcon / requirements.noDesktopIcon (prefer/require), applied to install and upgrade.
  4. Known default — /MERGETASKS=!desktopicon for Inno Setup, so the capability works immediately for the Inno family; no heuristics and no deletion of desktop content.
  5. COM/PowerShell parity — additive InstallOptions.NoDesktopIcon and -NoDesktopIcon switch.

Spec PR only; no implementation code, per the spec workflow. Validation: git diff --check passed; all three JSON examples parsed successfully; naming consistency checked across the specification. Documentation-only change, no build/tests applicable.

"Icon" follows the existing installer terminology (Inno's `desktopicon` task; the `--no-icon` name suggested by the maintainer). It specifically means the **desktop** shortcut; Start Menu shortcuts are out of scope (tracked by #6429).

Should the name be more specific then? It seems likely that it will cause confusion if it still creates an icon somewhere. Maybe it should reference desktop specifically.
