Records the forward projectors, footprints, axle reference, explicit articulation turning velocity, the wheel build and the Kinematic Explorer, and the removal of the Python Twist2D/normalize_angle/transform_pose shims. The pyproject version was bumped alongside uv.lock in the packaging commit, since the lockfile records it; this bumps package.xml to match.
