Release 1.607.0: stamps the lockstep version set (3 skills, Claude/Codex plugin manifests, gemini extension), folds all pending changelog.d fragments into CHANGELOG.md, and regenerates docs/INDEX.md, skill indexes, size-budget rows and SHA256SUMS (last).
