Add weapon that removes/adds blocks, like OpenSpades #1663

Description

@VinnyVicious

It would be cool to have a weapon that allows blocks to be placed, like in OpenSpades, a voxel-based open source shooters. Adds dynamism to the battleground, which is a lot of fun:

    I don't think this would be a good weapon for RE specifically due to how much it would disrupt map flow, choke points and so on, as maybe you could literally put a block on top of a affinity, be it a bomber ball or flag, making it so you aren't able to pick it up.
    If it was a placeable shield, however, that could work better, but a block? Naaaah

    I have to agree with SniperGoth's assesment. It would ruin the map flow and could easily make for tons of exploits where ppl could say, make the flag impossible to get. I think a game needs to be designed from the ground up for this sort of thing.

    On the other hand, I do really like the portable shield idea. Maybe it fills an area in a flat vertical plane out to a large radius, and drops like other special weapons. It takes roughly a second to place so you cant just insta shield, and it has a set very high health pool, and or dissapears over ~30 seconds. These are just my preliminiary ideas though.

    What if blocks can only be places in "build-able areas", which are defined by map designers?
