Summary
Rstack's CLI help messages were maintained as separate formatted strings, making output consistency and copy changes easy to drift. This PR adds a declarative, lazily rendered help renderer and migrates the root, check, fmt, staged, and setup help output to it. It also snapshots every migrated help message and aligns README and template command descriptions.
