Adds Agent Commerce Protocol (ACP) implementation for secure AI agent transactions with dual-signed intents, escrow lock/release/refund, reputation tracking, and tamper-evident audit logging. Includes Orchestrator for coordinating discovery, execution, verification, and settlement. Updates CI runners to ubuntu-latest and fixes nightly test permissions. Adds unit tests covering success flow, refund path, policy enforcement, and audit hash chain integrity.
Once merged, agents can discover, negotiate, execute, verify, and settle transactions across multiple settlement rails (x402, EVM, Solana, stablecoins, bank rails).
